The bicycle parking and pick-up positioning frame is located on an entry of a parking area and used for parking or picking up the bicycles by users, and the bicycle pushing and pulling mechanism assembly is used for pushing and pulling the bicycles. The rotating lifting mechanism assembly is used for rotating and making the bicycles ascend or descend to the appointed positions, and the horizontal moving mechanism assembly is used for horizontally moving the bicycles to the appointed position. The operation interface is located on the entry of the parking area and used for parking or picking the bicycles by the users.
