The method comprises the following steps: 1) mixing cement, dihydrate gypsum and phosphorus slag, then carrying out crushing and weighing, by mass, 5 to 10 parts of cement, 1 to 3 parts of dihydrate gypsum and 10 to 30 parts of phosphorus slag; 2) before fine grinding, weighing 60 to 70 parts by mass of steel tailings and 1 to 2.5 parts by mass of aluminum powder, uniformly mixing the crushed cement, dihydrate gypsum and phosphorus slag with the steel tailings and the aluminum powder and then carrying out fine grinding; and 3) crushing a ceramic waste material and taking 12 to 25 parts by mass of the crushed ceramic waste material.
