The system comprises an outer frame, a leveling device, a mechanical spring, a vibration isolation flat plate, a first capacitance plate and a second capacitance plate, wherein the leveling device is positioned at the bottom part of the outer frame; the mechanical spring is positioned into the outer frame; the vibration isolation flat plate is positioned at a certain distance on the upper end of the outer frame; the first capacitance plate and the second capacitance plate are fixedly arranged on the sidewall of the outer frame; a medium capacitance plate is fixedly arranged at the mechanical spring along the radial direction and positioned between the first capacitance plate and the second capacitance plate; the first capacitance plate and the medium capacitance plate form a first capacitor C1; the second capacitance plate and the medium capacitance plate form a second capacitor C2, and therefore, a differential capacitor pair is formed.
