The method is characterized by comprising the following steps: pretreating the waste fresh tobacco leaves, feeding the pretreated waste fresh tobacco leaves an anaerobic reactor together with a certain proportion of fresh cow dung, and performing anaerobic fermentation at natural temperature to produce methane. The method concretely comprises the following steps: a, crushing raw materials; b, regulating the carbon-nitrogen ratio of fermented raw materials; c, performing stack composting in a pond; d, inoculating; e, regulating TS concentration; f, regulating pH value; and g, fermenting under a closed environment.
