A non-invasive intraocular pressure sensor adapted to be configured on an eyeball is provided. The non-invasive intraocular pressure sensor includes a sensing unit and a readout circuit. The sensing unit includes a plurality of electrode layers and a dielectric layer. The dielectric layer encloses the electrode layers and fills therebetween, and the electrode layers and the dielectric layer form a capacitor.
