The technical scheme according to the invention has the advantages that the access to the database can be controlled at the fine flow control granularity, i.e., the access control is performed for each record in the database, so that the problem of performance reduction of the whole database due to the overheat of partial records is avoided. The access request quantity on the database is operated and controlled by using a memory queuing mechanism and a waiting time-out mechanism; the direct-refuse and rigid-uniformity crude solving mode is avoided, so that the system resource and flow rate loss is reduced; the use by a user is convenient; and the user experience is enhanced.
