The user devices are connected with a second circulating water pipe which is connected with the first circulating water pipe through a pipeline. Isolating valves are arranged on the pipelines of the front end and the rear end of each user device respectively. A second cooling water pump is arranged between the first circulating water pipe and the user devices. The second cooling water pump is connected with an output shaft of the steam turbine generator unit.
