The method comprises steps that, 1), an energy-efficiency-included power plant power supply program target function in consideration of environment factors is established, the target function aims to minimize investment cost, and the program investment cost comprises energy efficiency power plant cost, routine power plant set power generation cost, CO2 emission cost and SO2 emission cost; 2), constrained conditions of energy-efficiency-included power plant power supply program in consideration of the environment factors area acquired; 3), an energy-efficiency-included power plant power supply program model in consideration of the environment factors is established according to the target function and the constrained conditions; and 4), an optimal solution of the energy-efficiency-included power plant power supply program model in consideration of the environment factors is acquired through an interior point method, the program investment cost is minimized, and an establishment type and capacity of an energy-efficiency power plant are determined. Compared with the prior art, the method has advantages of advanced algorithm and comprehensive consideration.
