The construction method comprises the following steps that (1) a foundation ditch is excavated in a stratified mode in a design position of the foundation ditch; (2) a plurality of middle columns are arranged in the foundation ditch sequentially and longitudinally; (3) cross beams are arranged between continuous walls on the two transverse sides of the foundation ditch, and a plurality of longitudinal beams are arranged between every two neighboring cross beams; (4) a temporary road surface is laid on the longitudinal beams; (5) earth excavation in the foundation ditch; and (6) after the project is finished, a permanent road is laid on the top face of the foundation ditch. The construction method for fast restoring the road traffic in construction of the underground project is conducted according to the basic construction steps in a cover-excavation method, and a standardized, modular and reusable novel temporary road surface system can be established through the cover-excavation method.
