The method includes the following steps that: an NGB-W data packet with at least synchronous transmitting parameters interposed therein and an MIP data packet which at least contains synchronization time information which enables relaying synchronous receiving and transmitting are constructed in an NGB-W system; a plurality of relaying receivers receive broadcast signals transmitted by corresponding first-level transmitters in the NGB-W system; and a plurality of relaying transmitters obtain the synchronous transmitting parameters in the NGB-W data packet and the synchronization time information in the MIP data packet, and transmits out the received the broadcast signals with a second frequency at the same time point according to the synchronous transmitting parameters and the synchronization time information.
