The system comprises an operation and maintenance monitoring module, a data analysis module, a flexible scheduling module and a strategy maintenance module, wherein the operation and maintenance monitoring module is used for collecting performance and log data and generating a corresponding alarm event according to the category and operation condition of an application program; the data analysis module is used for obtaining the alarm event, judging whether to carry out flexible scaling according to a preset flexible scheduling strategy, and if so, sending a first flexible scaling instruction to the flexible scheduling module; and the flexible scheduling module is used for responding to the first flexible scaling instruction to judge whether a data center resource pool satisfies flexible scaling requirements, if so, sending a second flexible scaling instruction to the data center resource pool and recording a flexible scaling event of the data center resource pool.
