A backwash device is used for washing filter residues adhered to the top of the double-layer filter screen, multiple circles of filter holes are formed in the outer filter screen and the inner filter screen in a surrounding manner, and overlapping areas of the filter holes in the two layers of filter screens have regular changes when the outer filter screen rotates relative to the inner filter screen; an upper sewage sump is arranged in the inner filter screen and used for collecting the filter residues washed off by the backwash device at the upper part; a water inlet and an upper sewage draining port connected with the upper sewage sump are formed in a first sealing plate; a water collecting tank is arranged below the double-layer filter screen and used for collecting wastewater after filtering.
