The method comprises ICD model file static checking and MMS model dynamic detection of a digital electric energy meter. The system comprises a digital electric energy meter tester, a conformance testing controller, a network switch and an optical switch, wherein the digital electric energy meter tester, the optical switch, the tested digital electric energy meter, the network switch and the conformance test controller are sequentially connected; and the conformance test controller comprises a man-machine interaction module, a clock module, a tester control module, a testing case storage module, a result analysis module and an MMS reception module. The technical scheme provided by the invention realizes a test for the digital electric energy meter IEC61850 protocol conformance, so that mutual connection of intelligent transformer station digitalization metering equipment of different manufacturers is ensured; and the technical scheme can be applied to laboratory assessment for the protocol conformance of digitalization metering equipment such as the digital electric energy meter and the like.
