The energy-storing and shock-absorbing type power generation device comprises an external upper bearing plate, a lower bearing plate and a vibration block, wherein four main shock-absorbing springs are supported between the external upper bearing plate and the lower bearing plate; multiple layers of cantilever beams are arranged in parallel between the external upper bearing plate and the lower bearing plate; piezoelectric ceramic pieces are glued on the upper surfaces and the lower surfaces of the cantilever beams; the multiple layers of cantilever beams are supported between support seats on the left side and the right side, the multiple layers of cantilever beams are connected to one vibration block, the top of the vibration block is supported on an internal upper bearing plate, and the bottom of the vibration block is supported on the lower bearing plate through an auxiliary shock-absorbing spring.
