An unmanned aerial vehicle receives the unmanned aerial vehicle control command sent by an unmanned aerial vehicle control module at an operating platform and controls the unmanned aerial vehicle to reach a to-be-measured electric field. The metal tip that controls the unmanned aerial vehicle's atmosphere average electric field sensor is placed in the to-be-detected electric field. The voltage value and the threshold electric field intensity are obtained. The position, the time information of the unmanned aerial vehicle and the basic weather elements from an environment detection module are obtained. The voltage value, the threshold electric field intensity, and the position, the time information of the unmanned aerial vehicle as well as the basic weather elements experience analog-to-digital conversion to obtain their corresponding digital signals and to obtain the average electric field value of the atmosphere. The average electric field value of the atmosphere and the digital signals are transmitted to the signal receiving module at the operating platform.
