A transverse wind wheel connected with the corresponding wind wheel storage battery is arranged above each wind sail. An umbrella-shaped flow guiding hood is arranged above each wind wheel. The upper surface of each umbrella-shaped flow guiding hood is a smooth curved face or a convex face which is formed by a set of triangular unit pieces. An inner chamber of each umbrella-shaped flow guiding hood is provided with a parachute package and a control cabinet. Each control cabinet is internally provided with a control module. Each instrument cabinet is internally provided with a 5G communication module which is used for conducting communication with other near space platforms and / or the ground.
