A plate body to be machined is positioned; operation parameters of a plasma gouging device are preset on a manipulator controller; a three-dimensional space is built according to machining sizes of a part to be machined; the manipulator controller controls the plasma gouging device; an arm of the manipulator holds a plasma gouging gun of the plasma gouging device to circularly operate on the plate body to be machined from inner side to outer side; the arm of the manipulator is parallel to the operation trajectory of the plasma gouging gun; one plane machining is finished, once flatness detection is performed, the operation parameters are adjusted for next plane machining; and multi-level superposition machining is performed until the plane machining is finished. The invention further proposes a plane machining device for the BTW wear resistant steel, and improves the machining efficiency and the machining precision of the BTW wear resistant steel.
