By means of up-down movement of the movable rod, a first piston is made to move up and down in a cylinder to compress air in the compression cylinder. By compressing the air in the compression cylinder, a movable block is made to move in an air pressure chamber. The movable block moves to drive a second piston to move. By means of movement of the second piston, water suction and water drainage are conducted.
