A motor is fixed to the machine base and drives a power output shaft through a retarding mechanism. One end of an active crank arm is fixed to the end of the power output shaft, and a limiting check block is arranged on the machine base. The swing amplitude of the active crank arm is limited by the limiting check block, and one end of a connecting rod is movably sleeved with the other end of the active crank arm. One end of a swing arm is movably sleeved with the other end of the connecting rod, and a swing rod shaft rotatably arranged on the machine base is fixedly sleeved with the other end of the swingarm. A balance spring with one end being fixed to the machine base is arranged on the swing rod shaft in a hung mode through a hanging arm, and a rod handle sleeve of the brake bar is fixed to one endof the swing rod shaft.
