The method comprises the steps of arranging a circulation cooling pipe ona power battery in an encircling way, wherein a heating module and a circulation pump are arranged on the cooling pipe, the heating module is used for heating and warming a cooling liquid in the circulation cooling pipe, and the circulation pump is used for driving the cooling liquid to exchange heat with the power battery; acquiring a temperature of a single battery of the power battery when a charging signal is received, supplying power to the hearting module and the circulation pump through a DCDC converter by the power battery when the temperature of the single battery is smaller than a first temperature threshold, and controlling the heating module and the circulation pump to work by a vehicle controller so that the temperature of the single battery is raised; and controlling a charging relay to be switched off by the vehicle controller if the temperature of the single battery is larger than a second temperature threshold so that a charging pile or a charger charges the power battery, wherein the second temperature threshold is larger than the first temperature threshold.
