The UAV-carried small base station communication system comprises a plurality of UAV-carried small base station clusters,high power nodes and cloud computing centers, wherein each UAV-carried small base station cluster is formed by a plurality of UAV-carried small base stations in a self-organizing way, and provides access, edge processing and edge caching services for users under the coverage together; the UAV-carried small base station clusters take the high-power nodes based on cloud computing as gateways; the high-power nodes based on cloud computing provide wide-area coverage functions, and are connected with the cloud computing centers; and the cloud computing centers realize centralized network control and management functions. The application also provides a UAV-carried small base station communication method. Through application of the UAV-carried small base station communication system and method,time delay can be reduced effectively; the user experience is improved; the two-dimensional coverage of a traditional communication network is extended to three-dimensional coverage; interference isreduced effectively; and dense coverage is realized.
