The method comprises the following steps of: constructing a high-speed railway operation adjustment model according to high-speed railway traffic flow space-time characteristics and railway driving constraints under an emergency; obtaining historical emergency termination time data and obtaining expected termination time as a known quantity for solving the high-speed railway operation adjustment model; and solving and optimizing the high-speed railway operation adjustment model according to the expected termination time, and adjusting the high-speed train operation diagram according to a solving result. According to the invention, speed management of the high-speed train in an emergency is considered. A high-speed railway operation adjustment model is established by taking minimization of weighted summation of a train deviation plan penalty value as a target, expected termination time obtained by analyzing termination time of historical emergencies is taken as an input quantity of the model, a final high-speed train operation adjustment diagram is obtained through optimization, and the method has the effects of high efficiency and good practicability.
