The system comprises an encoder, a displacement estimationdevice, a difference calculation device, a self-adaptive diagonal recursion cerebellum model controller, a current controller and a PWM inverter. The adaptive diagonal recursion cerebellum model controller outputs control quantity, which is output to a magnetic gear composite motor through the current controller and the PWM inverter; mixed signals of a load and the magnetic gear composite motor are transmitted to the encoder; the encoder detects the rotating speed of the magnetic gear composite motor; the displacement estimation device calculates estimated angular velocity displacement, wherein the estimated angular velocity displacement is compared with reference angular velocity displacement, and the comparison result is transmitted to the self-adaptive diagonal recursion cerebellum model controller to realize closed-loop tracking control, so that an actual rotor angle of the magnetic gear composite motor is controlled to be able to track a set rotation angle instruction; unstable factors in transverse movement of the vehicle can be effectively suppressed; and the system has high robustness to external interference.
