The system comprises supports, a control circuit, a winch, a first sensor, a second sensor and asubmersible pump, wherein the control circuit, the winch, the first sensor and the second sensor are all installed on a crossbeam of the supports; the submergible pump is connected with the winch; thefirst sensor is connected with the control circuit and used for detecting a water surface elevation signal and transmitting the water surface elevation signal to the control circuit; the second sensor is connected with the control circuit and used for detecting a submersible pump top end height signal and transmitting the submersible pump top end height signal to the control circuit; and the control circuit is used for controlling the winch to ascend and descend according to the received water surface elevation signal and submersible pump top end height signal.
