Abstract

The invention relates to an early measurement report for configuration of carrier aggregation or dual connectivity. User equipment (UE) is disclosed, and can measure the network configuration frequency in an idle mode or an inactive mode, and provide the measurement report for the network during (or after) a connection setup procedure or a connection recovery procedure. Initiation of measurementsmay be delayed until a connection is about to begin or until an upper layer request. A result timer can be used to ensure that the reported measurement is not too old to use. A configuration timer maybe used to selectively report inter-frequency / inter-RAT cell measurement. The configuration timer may also be reused by combining an intervened backoff period. A base station of the network may use the measurement to make informed decisions about when and how to configure carrier aggregation or dual connectivity for the UE.
