The device comprises a metal frame body, and further comprises a main control circuit device mountedon the metal frame body and an information acquisition device mounted below the main control circuit device; a power control device is arranged at the upper part of the metal frame body, and the powercontrol device is provided with a speed reducing motor, a speed reducing motor main control board and a power supply; a buoyancy device is arranged in the middle of the metal frame body; the main control circuit is provided with a control device, an ARDUINO chip device and a GPS receiver device; the buoyancy device comprises a floating and sinking cylinder which is embedded in the metal frame body and can be used for adjusting floating and sinking, and the lower part of the floating and sinking cylinder is connected with the bottom of the device through a transparent rubber conduit; and the information acquisition device is provided with a depth sensor, a temperature sensor, a pH acquisition device, a salinity detection device, a turbidity detection device and a conductivity acquisition device.
