The device comprises a center pipe, an upper connector, a sliding sleeve anchor fluke, springs,a turbine knife rest and cutting knifes, wherein pressure liquid enters a first center hole from a connecting pipe and then enters a hydraulic cylinder working cavity through a first flow guide hole,hydraulic pressure in the hydraulic cylinder working cavity rises and acts on a circular ring, the springs are compressed, the sliding sleeve anchor fluke descends, the sliding sleeve anchor fluke isanchored on the inner wall of a pipeline to be cut, the pressure liquid enters a third center hole, is ejected from a high-pressure jet hole in the lower portion of an anchor fluke sitting anchor cone and acts on a vortex face below the anchor fluke sitting anchor cone, so that the turbine knife rest rotates, the cutting knifes rotate out of a third annular groove under the action of centrifugalforce, and the cutting knifes rotate around the axis of the turbine knife rest together with the turbine knife rest to perform cutting operation.
