The method comprises the steps that a sending end and a receiving end share coherent state information; the receiving end generates original key information, encodes and modulates the original key information, forms a group of vectors by every d bits of the modulated information, and performs d-dimensional mapping processing on the vectors and normalized coherence state information to obtain a mapping relationship between the vectors and the normalized coherence state information; the sending end calculates a channel log-likelihood ratio according to the mapping relation, sends the channel log-likelihood ratio to a system code decoder to obtain a decoding result, performs CRC on a decodingresult: if the CRC succeeds, ending the decoding; otherwise, sending the frozen bit information in batches, and combining the newly built frozen bit with the originally owned decoding information to decode again until the check is successful or the maximum cycle index is reached.
