The scheme comprises the following steps: acquiring a target load power value and a load parameter of the thermal power generating unit; determining a target adjustment power value according to a difference value between the target load power value and the actual power supply power value represented by the load parameter; generating a first adjusting instruction and a second adjusting instruction according to the condensation water throttling load parameter and the steam extraction throttling load parameter of the power value thermal power generating unit; and controlling the condensation water throttling load and the power value steam extraction throttling load of the power value thermal power generating unit according to the first power value adjusting instruction and the second power value adjusting instruction.
