The invention discloses an intelligent parking charging station based on an SCADA system. The charging station comprises a work station and a multi-layer mechanical parking mechanism. The workstation is provided with a central scheduling module; the central scheduling module calculates the moving tracks of a parking area and a parking charging area of the multi-layer mechanical parking mechanism by using a statistical linearization method of a nonlinear fractional order system responding to a second moment under random and harmonic combined excitation; therefore, a control instruction is sent to the parking mechanism control module through the central scheduling module and the communication module based on a multi-mode communication mode of the SCADA system, and the parking mechanism control module controls the multi-layer mechanical parking mechanism to move the charged electric vehicle to a parking area. Therefore, after the completion of charging at the parking area with the charging pile, the charging pile idling phenomenon caused by the fact that the vehicle cannot move is avoided.
