The invention provides an all-optical fast scrambler based on a polarization beam splitting structure, which comprises a first polarization beam splitting device, a first polarization beam combining device and a circulating light path, and is characterized in that the first polarization beam splitting device divides an input optical signal into two polarization beam splitting beams, the first polarization beam splitting beam is transmitted to the first polarization beam combining device, and the second polarization beam splitting device is transmitted to the circulating light path; the second path of polarization split light beam is transmitted to a circulation light path, the circulation light path carries out circulation decoherence on the second path of polarization split light beam, and every time decoherence is carried out, the circulation light path provides one part of the decoherence to the first polarization beam combining device, and the other part of the decoherence enters the next time of decoherence in a circulation mode; the phase differences of the first polarization beam splitting beam at the first polarization beam combining device and the third polarization beam splitting beams after different times of decoherence are different and change continuously and rapidly, so that the first polarization beam combining device outputs polarized light with different polarization states and the polarization states change continuously and rapidly, and rapid scrambling is achieved.
