An electromagnetic ball valve and a first proportional overflow valve are connected to an oil way where the hydraulic control one-way valve is connected with a rodless cavity of the thrust oil cylinder, the variable frequency motor provides power for the second oil pump, the second oil pump is connected with the second reversing valve, and the second reversing valve is connected with a rod cavity and a rodless cavity of the lifting oil cylinder. The hydraulic control one-way valve is used for carrying out pressure maintaining on propelling force, the situation that the pressure of the propelling oil cylinder is suddenly released in the step changing state can be avoided, in addition, overflow unloading is carried out through the electromagnetic ball valve and the first proportional overflow valve, it can be guaranteed that the step changing process of a lifting system is stable, and therefore the operation stability and safety of a hydraulic system can be improved.
