A step is carrying initialization dispose to select corresponding threshold value, parameter combination and register to initialize each module according to adjustment arithmetic. B step is evaluating system capability and channel quality of user in periodicity by evaluating device. C step starts clock arbitration device to decide the renewed standard of parameter. When the standard is same as the system capability, it jumps to D step, when it is channel quality, jumps to f step. D step judges whether the system capability exceeds the threshold by evaluating device, when it is over the threshold, the counter starts the renew order.
