The preparation method is characterized by taking a PVC film, a PET film, a PP film or a BOPP film as a carrier, and adding a treatment agent (2) with the concentration of 1-5% to waterborne resin and acetone, butyl acetate or ethanol or to a mixed solution thereof to obtain surface treatment solution to be applied to a surface of the low-emission thermal insulation film; or performing hot pressing on the surface at the temperature of about 50-120DEG C and the pressure of about 1-3kg / cm; or modifying the film surface by means of corona or a combination of the methods; and making coating by purchased or self-made ATO, tin indium oxide or tin oxide or combination paste thereof as well as waterborne acrylic resin, waterborne polyurethane resin or waterborne epoxy resin and applying the coating to the film to form a thermal insulation reflector which is closely adhered to the film; and then adding a treatment agent (1) to the waterborne acrylic resin to make treatment solution, and performing secondary treatment on the film surface with the thermal insulation reflector and the film surface without the thermal insulation reflector so as to obtain the low-emission thermal insulation PVB film closely adhered to the laminated glass.
