The invention provides a distance-measuring distributing system and method, the system includes: message transmitting device which is on the service base station and used to transmit the first messages received by mobile station to the target base station, the first message contains efficient indication of distance-measuring; the distance-measuring distributing device, which is on target base station and used to distribute the distance-measuring chance according to efficient indication of distance-measuring. The method include: step S402, the service base station transmits the first message received by mobile station to target station, and the first message contains efficient indication of distance-measuring; and step S404, the target base station distributes the distance-measuring chance according to efficient indication of distance-measuring. The efficient indication of distance-measuring is taken by switching affirm messages, and the target base station can adopt different distance-measuring distributing method. When the mobile station has efficient distance-measuring parameter, the base station distributes the special-used distance-measuring chance, and can not conflict with other mobile stations, and reduce the bout number of measuring distance, and reduce the time delay of switch.
