The method includes: a controller detects small cell voltage in small cell group, when all small cell voltage are higher than full charge voltage, system enters into full charge state, the controller selects N-1 amount small cells in series for discharging, photovoltaic cell discharges indirectly; when the controller detects small cell voltage lower than full charge voltage, system enters into charging state, small cell with lowest voltage is selected as charging object of photovoltaic cell, other N-1 amount small cells discharge in series. Thereby, energy can be obtained from photovoltaic cell in various light intensity environment for example, strong light intensity, normal light intensity, weak light intensity, and charges to accumulator.
