The simple issuing method adopting the device comprises the following steps: the host computer inputs related data which is sent to the contactless IC card reading / writing device; the contactless IC card reading / writing device can read and write data from the contactless IC card through the radio frequency identification technology; after detecting that the contactless IC card is inserted in the electronic tag, the electronic tag is wakened; after verifying that user information write-in identification is 0, the electronic tag reads in the related data from the contactless IC card; and after the user information write-in identification is set as 1, the issuing process is completed. All the reading and writing processes are done through data communication in an encrypted manner.
