The method comprises the following steps: (1) starting up a virtual network element process which is set on a computer terminal, and creating a virtual network element with the mail address same as that of the computer terminal; and (2) the virtual network element distributes communication messages of a network management system to network element equipment, carries out legality checking of the communication messages reported by the network element equipment, records and filtrates the abnormal communication messages, and reports the filtrated communication messages to the network management system. The method and the system can record the abnormal communication messages on the virtual network element to assist failure location, and filters out the abnormal communication messages which are not reported to the network management system any more, so as to reduce the failure rate of the network management system as well as improve the continuous operation period of the network management system process and the availability of the network management system.
