The steel comprises the following chemical components in percentage by weight: less than or equal to 0.002 percent of C, less than or equal to 0.01 percent of Si, less than or equal to 0.10 percent of Mn, less than or equal to 0.010 percent of P, less than or equal to 0.005 percent of S, 0.002 to 0.007 percent of Mg, 0.020 to 0.070 percent of Ti, 0.010 to 0.020 percent of Nb, 0.001 to 0.003 percent of N, less than or equal to 0.050 percent of Al, and the balance of Fe and inevitable impurities. The production method thereof comprises the steps of desulfuration of molten iron, converter blowing, vacuum treatment, continuous casting, hot rolling, cooling and the like. When the yield strength of steel products exceeds 120Mpa, an annealing treatment step is added after the cooling step.
