The production method comprises the steps of smelting, continuous casting and hot rolling and is characterized in that the heating temperature of a hot-rolling plate blank is 1,160-1,280 DEG C; the rough rolling temperature is 1,010-1,150 DEG C, and the finish rolling temperature is 830-950 DEG C; after the plate blank is rolled, the plate blank is subjected to control cooling; the final cooling temperature is 300-600 DEG C, the cooling speed is controlled to be 15-30 DEG C/S, and then the plate is air-cooled to room temperature.
