The invention solves the problem of small application range of a traditional comprehensive urban rainwater utilization method. The three-dimensional landscape impounding reservoir system is a three-dimensional landscape impounding reservoir or is formed by connecting a plurality of three-dimensional landscape impounding reservoirs in series or parallel; each three-dimensional landscape impounding reservoir comprises an impounding reservoir and a landscape reservoir, and a drain hole, an overflowing hole and a water inlet are arranged at the side wall of the impounding reservoir which is communicated with the landscape reservoir through a communication device. The method comprises the following steps of: collecting rainwater to a high-density sedimentation tank for coagulation; then, filtering with a V-shaped filter tank and sterilizing with ultraviolet rays; and entering the three-dimensional landscape impounding reservoir system to finish the recovery of the urban roofing rainwater.
