The organic-inorganic composite flocculant takes soluble aluminum salt, ferric salt and corn starch as raw materials, and takes sulfate and calcium hydroxide as reaction auxiliary agent. The specific preparation procedures are that: firstly, a 6-20 percent of starch solution is made of the corn starch, then alkali liquor produced by a mass ratio of 6-15:1 between the starch and the alkali is added slowly and with even pace into the water of 40-90 DEG C and modified for 1-8 hours; then the modified starch solution is added into the aluminum salt and ferric salt solution by a mass ratio of 0.25-1:0.02-0.5:1 between the aluminum, iron and starch, the pH value is adjusted to be 1.0-4.0, and the composite flocculant is acquired after the complex reaction under a temperature condition of 40-90 DEG C for 2-5 hours. The flocculant preparation method of the invention is simple, and is convenient in utilization, with little dosing quantity of the reagents required, high removing rate of CODCr and high decoloration rate, easily biodegradable biodegradation.
