The device comprises two groups of heating plates arranged symmetrically, heating plate fixing frames, cylinders, cylinder supporting frames, a thermocouple and a temperature controller, wherein the two heating plates are positioned at two sides of the extruder cutter; the cutter is fixed on a cutter fixing frame; the two heating plates are fixed on the two symmetrical heating plate fixing frames respectively; the heating plate fixing frames are fixed with two cylinder guide rods, and the two heating plates clamp the cutter under the action of the two cylinder guide rods; the two cylinders are fixed on the planar supporting plates of the cylinder supporting frames respectively; four supportingupright posts are respectively fixed on a horizontal plate on which an extruder trolley moves; and the thermocouple is fixed on any one of the heating plates through a sleeve and is connected with the temperature controller through a lead.
