The steel plate comprises the following components by weight percent: 0.07-0.09% of C, 0.10-0.35% of Si, 0.50-1.60% of Mn, 0.02-0.05% of Nb, 0.01-0.02% of Ti, 1.00-1.50% of Cu, 0.1-0.80% of Cr, 0.8-2.0% of Ni, 0.01-0.04% of Al, 0.1-0.6% of Mo, 0.020% or less of P, 0.010% or less of S and the balance of Fe and impurities. The preparation process is as follows: using a continuous casting billet with the same components of the ship plate steel to heat, keeping thetemperature, performing hot rolling, cooling, and performing heat treatment to form a finished product.
