In a system, the file is divided into one or more blocks; the blocks are scatteredly stored in the data block storage node sets; and storage nodes create, delete and copy the file blocks under the command of metadata servers. In the cloud storage system and the implementation method, the safety and the transmission efficiency are improved due to block redundancy distribution and block balance distribution, and the congestion probability is reduced.
