The water balance system of a fuel cell comprises a water / vapor separator and a water pump, wherein the water / vapor separator is arranged on an exhaust gas channel of a fuel cell stack; the water pump is connected to the bottom of the water / vapor separator so as to pump the liquid water generated at the bottom of the water / vapor separator to a fuel cell water tank; and a refrigerating plant is arranged at the side of the water / vapor separator. Preferably, the refrigerating plant comprises a controller, a semiconductor refrigerating sheet, a first fin, a second fin and a radiator fan, wherein the first fin is arranged at the refrigerating side of the semiconductor refrigerating sheet; the second fin is arranged at the radiating side of the semiconductor refrigerating sheet; the radiator fan is arranged at the outer side of the second fin; the semiconductor refrigerating sheet is arranged externally at the side of the water / vapor separator; and the controller is connected to the semiconductor refrigerating sheet and the radiator fan.
