Passengers send messages to the dispatch server by a telecommunication network, and the messages are processed by the dispatch server and transmitted to the taximeter through a communication network; the dispatch server comprises a passenger information collecting module, a passenger information processing module, a passage reserving and paying module, a taxi dispatch module and a display unit which are sequentially connected; and the taximeter comprises a metering microprocessor and a tax control microprocessor which are connected with each other, a real-time clock, a memorizer, an auxiliary display screen, a lighting emitting diode (LED) display array, a mileage sensor, a function key, a needle printer, an integrated circuit (IC) card interface, a reset unit, an empty taxi indicating module, a communication module, a positioning module and a safety module are respectively connected with the metering microprocessor, a tax control memorizer, a nonvolatile memorizer, a tax control metering screen are connected with the tax control microprocessor respectively, and the IC card, the reset unit and the empty taxi indicating module are further connected with the tax control microprocessor.
