The snapshot device comprises a vertical rod installed on a road side of the pedestrian crosswalk. An image collection device, a microprocessor and a data storage device are installed on the vertical rod. The image collection device comprises a digital camera arranged on the vertical rod and a traffic signal collector arranged on the vertical rod. An output end of the digital camera and an output end of the traffic signal collector are connected with the microprocessor. An output end of the microprocessor is connected with the data storage device. The snapshot method comprises traffic signal collection and judgment, image collection, microprocessor identification and verification and storage into the data storage device.
