At the UE, the cluster paging configuration information sent by the base station is received, a moment when the TPCCH receives the cluster paging message is confirmed, the UE receives the cluster paging message carried on the TPCCH on subframes which corresponds with the confirmed moment when cluster paging message is received, and after the received cluster paging message is confirmed as a paging message of the cluster short messages, and the UE receives the cluster short message information sent by the base station on the TCCH.
