The packaging mechanism comprises a discharge bag connected with the discharge opening. A discharge bag is sleeved on the discharge opening and arranged on a discharge measurement scale connected with a control mechanism. The packaging method includes the steps that stopping agents are added to the pulverized coal from the upper end of the discharge opening at a certain ratio, the stopping agents and the pulverized coal are evenly stirred by a stirring system device, the vacuum pump is started in the packaging process of the pulverized coal, and the pulverized coal is conveyed to a pulverized coal bin after being packaged in a negative pressure mode.
